  I wanted to send you an email to update you on the status of this incident.  I loaded your grid into the database using ArcSDE and created a map service that referenced the ArcSDE raster dataset.  I was able to reproduce the behavior that you are seeing.

After analyzing your grid, I found that it has values of 0 to 0.999.  Through my testing, I found that ArcIMS is treating all of the distinct values (0 to 0.999) from the ArcSDE raster data source as O.  This is why we see the ArcSDE raster as rendered all black in ArcIMS.  The reason that the ArcSDE raster is rendered correctly in ArcMap/ArcCatalog is due to the fact that statistics are used.  I recently submitted a software defect report where I found that ArcIMS does not use statistics for ArcSDE rasters even though it should.  Ultimately, you see the ArcSDE raster as all black when rendered by ArcIMS because ArcIMS is not respecting the statistics for the ArcSDE raster.  To prove that this was true, I re-loaded your grid into the database using ArcSDE but chose not to use statistics.  When I viewed this new ArcSDE raster data source in ArcMap/ArcCatalog, it was rendered all black.

The tracking number for the software defect report mentioned above is CQ00269166.  I have added your customer information to this report.  This defect is scheduled to be fixed in ArcIMS 9.2.

I have come up with three potential work arounds for this issue.

1. Implement the grid as a file based grid instead of ArcSDE raster.  The grid was rendered as desired when served in ArcIMS as a file-based grid.  This may not be beneficial as you may have specific reasons for using ArcSDE raster.

2. Use the ArcMap Server.  I tested this scenario and the ArcSDE raster was rendered as expected.  This may not work for you as you may have specific reasons for using the image server.

3. Use the spatial analyst grid calculator to manipulate your grid to give it larger values.  I used the grid calculator on the grid and multiplied every value by 100.  This gave the grid unique values between 0 and 100.  Following this, load the new grid into the database using ArcSDE and use it in ArcIMS.  This work around may not be a good idea as you would be implementing data manipulation and the original grid values may play an important role in your application.  This ArcSDE raster data set was rendered slightly differently than the original data set.

I apologize for having to bear unfortunate news.  Perhaps one of the work arounds that I suggested may serve as a temporary work around.  Please contact me if you have questions or concerns.
